OUTDOOR ADVERTISING CONTROL STAKEHOLDER ASSESSMENT PROCESS ....


In January 2006, the FHWA contacted the U.S. Institute for Environmental Conflict Resolution (U.S. Institute) for assistance in addressing controversial aspects of its Outdoor Advertising Control Program. Since the adoption of the HBA and implementing regulations, there have been substantial changes in relevant policies, practices, technologies, and "on the ground" local conditions. As a result, many of those affected by the OAC program see an increasing disconnect between current Federal law and regulations and the needs of the states, local communities, advertisers, sign owners, interested groups, and the traveling public. The Institute has agreed to oversee a comprehensive conflict assessment via a third party neutral assessor. The assessment will be conducted during calendar year 2006, with the final report due by the end of the year. Following is a general set of project tasks:

� Working with the Assessment Team (a group of representative stakeholders), identify the key stakeholders and design the assessment process. Help identify technical resource needs and support.
� Conduct the assessment according to the assessment design, visiting locations throughout the U.S. Travel to at least seven (7) cities across the United States is anticipated.
� Prepare and deliver a final report of findings and recommendations.
� The bulk of the work during the assessment design and interview process is anticipated to take place between March and September 2006.

Updates:
January - March 2006 - Twelve stakeholders, representing various OAC interested groups, have been initially selected to develop criteria for an RFP to engage a neutral assessor to conduct the assessment (Assessor Selection Panel or Assessment Team).
March - May 2006 - Responsive proposals to the RFP were reviewed and a neutral assessor selected.
May 2006 - The institute is negotiating the contract with the neutral assessor.
