About NAHBA

The National Alliance of Highway Beautification Agencies (NAHBA) would like to invite you to join the growing number of states who share an interest in the regulation of outdoor advertising and junkyards across America. NAHBA is an unincorporated, non-profit association made up of those individuals who direct or manage their state’s outdoor advertising program, along with associate members from the FHWA, local governments, beautification organizations, and the outdoor advertising (ODA) industry. We encourage you to become a part of our alliance and join our membership in its commitment to effectively control outdoor advertising and junkyards, so that you may benefit from the open exchange of ideas and information that this alliance facilitates. Currently, our membership includes representatives from 33 states: Alabama, Alaska, Arizona, Arkansas, Colorado, Delaware, Washington DC, Florida, Georgia, Idaho, Kansas, Kentucky, Louisiana, Minnesota, Mississippi, Missouri, Montana, New Hampshire, New Jersey, New Mexico, Nebraska, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, South Carolina, Tennessee, Texas, Utah, Virginia, Washington, West Virginia, and Wyoming. Collectively, we bring together a forum to assist you in finding innovative ways to meet the challenges you face in your state’s outdoor advertising and junkyard control program.

What's Our Mission

The mission of the National Alliance of Highway Beautification Agencies is to serve as a think-tank to develop innovative ideas to the challenges and issues involved with the implementation of the Federal Highway Beautification Act and the control of outdoor advertising, junkyard, scenic and beautification programs. Outdoor advertising and junkyard control are programs that cross many groups of interest. Some see billboards and junkyards as nuisances, while others view them as lucrative financial investments. Yet all interests come together under the common thread of the Federal Highway Beautification Act of 1965 (HBA), which mandated the control of billboards and junkyards along interstates and federal-aid primary systems by the State Departments of Transportation. NAHBA strives to develop and promote outdoor advertising and junkyard control programs that reach a balance for all interests.

Benefits of Joining

NAHBA offers its membership access to a wide range of resources on outdoor advertising control including, but not limited to: 1. A website—http://www.nahba.org—which is designed to easily locate federal and state regulations, the latest regulatory news, new or significant legislation, and links of interest concerning beautification along our nations’ travelways.
2. A quarterly newsletter, “Sign Post” which focuses on issues involved in the control of outdoor advertising, junkyard, scenic and beautification programs. It is a medium to exchange ideas and challenge discussion.
3. A library of state, federal, and industry correspondence on ODA issues. The library is based on topic.
4. On-line discussion room to send inquiries to other members on daily issues.
5. On-line bulletin board that will post inquiries and results for future reference.
6. Access to studies and surveys on ODA issues nationwide.
7. Case Law Review updates.

Annual Conference

NAHBA meets annually to discuss new developments in technology, upcoming legislation, and ways to improve or streamline regulation of outdoor advertising, junkyards, landscaping, and visitor centers. This will be a great place to get to know experts from others states who may have the answers to the same challenges and opportunities that face your state.
