2010 Awards of Excellence
 
NAHBA Awards of Excellence is an annual awards program developed by NAHBA to honor programs that excel in the outdoor advertising control program. There are three (3) catagories for submission: The Chairman's Award in Outdoor Advertising Control; Streamlining and Integration in Outdoor Advertising Control; and Innovations in Outdoor Advertising Control;

The Chairman's Award in Outdoor Advertising Control
  Susan G. Stafford, Louisiana Deptartment of Transportation & Development
Susan G. Stafford began her public service career as a teacher in the East Baton Rouge Parish school system in 1970. In 1987, Stafford graduated from the Louisiana State University Law Center as a Doctor of Laws (Juris Doctor), with special emphasis and recognition in trial practice. In 1991, she joined the legal staff of the Louisiana DOTD as a trial attorney in the property acquisition and right of way unit. In 1995, the General Counsel added the state and federal outdoor advertising program to her assigned tasks. Stafford has participated in and contributed eagerly and actively to NAHBA, serving from time to time as a moderator of general sessions for annual conferences. She has stood as a central figure and driving force in the development of outdoor advertising law and regulation in Louisiana for the past 15 years. In the words of the person nominating Stafford, "The nomination submitted only tells a portion of her impact on the Outdoor Advertising Program in Louisiana and the Nation."
Streamlining and Integration in Outdoor Advertising Control
  Louisiana Department of Transportation & Development

The landfall of Hurricanes Katrina and Rita resulted in significant damage to outdoor advertising structures across the state of Louisiana. Policy was written to give guidance in the application of procedures relative to the repair and permitting of damaged structures. Guidance included information pertaining to State and Federal Laws; estimated component value; damage evaluation criteria, including both magor and minor damage examples; damage assessment; permitting; and deadlines. Information provided was specific to various types of signs.

As a result of the project, there were no lawsuits filed relative to hurricane damaged storms. Sign companies were satisfied that there was objective criteria for the evaluation and were willing to participate in the process. In 2008, the state was hit by Hurrican Gustav where the process again allowed the department to regulate the signs damaged without the filing of lawsuits or the rebuilding of signs that did not meet criteria under outdoor advertising regulations.

Innovations in Outdoor Advertising Control
  Missouri Department of Transportation

In order to effectively and efficiently control outdoor advertising in Missouri, an outdoor advertising inventory system was created within MoDOT's Transportation Management System (TMS). TMS stores various travelway related data collected by the state including bridge, safety, traffic, billboard, junkyards, Statewide Transportation Improvement Plan (STIP) information, and right of way parcel acquisition.

In 2009, the ODA inventory system moved from a client-server based application to a web-based application allowing for increased management and search capabilities, as well as field utilization. This allows MoDOT to have high availability for business continuity, and saves MoDOT many thousands of dollars in server hardware and yearly maintenance costs. Missouri's ODA program has drastically improved with the utilization of TMS.
