There are three (3) catagories for submission: Innovations in Outdoor Advertising Control; Streamlining and Integration in Outdoor Advertising Control; and The Chairman's Award in Outdoor Advertising Control. |

Joyce Musick, Missouri Department of Transportation |
Joyce has been involved with the Missouri Department of Transportation's Outdoor Advertising Control program since 1986, and currently is the Outdoor Advertising Manager. She currently serves as Second Vice Chair of NAHBA and is Chair of the Standing Committee on Administration. Joyce has made great strides fostering positive relations with numerous organizations such as NAHBA, AASHTO, FHWA, Missouri OAAA, Missouri Legislature and Transportation Engineers Association of Missouri. Joyce Continues to share her time and ideas in an effort to promote innovative ideas and solutions encompassing outdoor advertising. |

The Mississippi Department of Transportation moved from a paper environment to a digital interactive process implementing state-of-the-art technologies. Over 78,000 documents were scanned and inventoried; 6,000 signs covering 7,000 miles were cataolged; and a database was developed to manage Mississippi's entire OAC program. This included statewide imagery, GPS coordinates and digital photography allowing Mississippi DOT to transition from a district-oriented permitting structure to a centralized web accessible application and database. |

A few years ago, the Missouri Department of Transportation implemented an on-going County Billing Inspection Process. A change was made from inspecting and invoicing sign permit renewals every two years based solely on the date they originated by implementing a county billing classification system. Each county was assigned a month and an even or odd year for inspection and renewal billings were prorated to accommodate this inspection schedule.
This resulted in a
cost reduction in salaries of $140,000 annually; and a decrease of vehicle mileage from 2000 to 2008 an average of 46% since full implementation of the process in 2006. In addition, three (3) fleet vehicles have been eliminated resulting in fuel and maintenance savings. |
